The Electricity Generating Authority of Thailand (EGAT) is a state enterprise under direct supervision of the Office of the Prime Minister. EGAT was established on May V 11969 to nationalize nd consolidate thA>e fuLnctions and responsibili-es of three independent state enterprises: the Yanhee Electricity Authority (YEA), the Lignite Authority (LA) and the North-East Electricity Authority (NEEA). EGAT is now in the process of privatization. EGAT has the responsibility to provide electricity for the entire Kingdom of Thailand by generating, transmitting and selling bulk energy to two distributing entities, namely the Metropolitan Electricity Authority (MEA) and the Provincial Electricity Authority (PEA). 2. The current EGAT long term Power Development Plan (PDP 95-01) includes about 13,100 MW total power purchase from IPPs up to the year 2011, representing 30% of the total installed capacity at that time. To facilitate private sector investment in IPP projects, EGAT will construct Transmission System Expansion Project No. 9 and TNB Stage II Inter Connection. Project Description 3. Transmission System Expansion Project No. 9 is also prepared in response to the Government's policy to continue the development of infrastructure to sustain the economic growth of the country . TS 9 is a package of 26 subprojects of transmission lines and substations expansion and reinforcement. The project involves the construction and reinforcement of transmission lines totalling 1,890.0 circuit-kilomreters, and 10 substations. The total amount of 5,900 MVA transformer capacity and 1,202.4 MVA reactive power compensation equipment installed at the existing substations are also included. 4. TNB stageIl Interconnection consisits of two parts: the construction of HVDC transmission, and internal system reinforcement. Legal and Administrative 5. Environmental Impact Assessment (EIA) is not required under current Thailand law and regulation for the Transmission System Expansion Project No. 9 and TNB Stagell Inter Connection. The EIA for the transmission system will be expected only when all or a portion of the transmission line routes are located in Watershed classification class 1 B (or wildlife sanctuary area, or national park area, or mangrove area). The project routes do not traverse any of these. This report is a focused environmental analysis of environmental impacts of project components and their mitigation measures as required by the World Bank. Analysis of Alternatives 6. Power system studies were reviewd based on the latest EGAT and TNB Power Dhevelopment Planis (PDP) to firm up the 300 MW EGAT - TNB Stage II Interconnection .The studies have been carried out for three options: (1) Without EGAT - TNB Stage II Interconnection, (2) With EGAT - TNB HVAC Interconnection and (3) With EGAT -TNB Stage II Interconnection. The EGAT PDP, revised PDP ii 92-01 , and 1991 load forecast together with the updated version of TNB' s PDP and load were adopted for the study . Route Selection Criteria and Mitigation Strateeies 7. In selection of routes for transmission lines and substation sites, EGAT uses design criteria to minimize environmental impacts on forest, wildlife, watershed areas, populations, archaeological sites and scenery. Transmission line right of ways are not to be located through: (a) restricted Class IA watershed area, according to laws and regulations; and, (b) holy places, archeological sites and government sites. Transmission line right of ways should also avoid: (a) watershed area class lB, Addiional forest conservation areas (Class C),mangrove forest, national parks and other conservation areas; (b) community and developed areas; (c) parallel with, or close to telephone and telegraph cables for a long distance to avoid 8. Detailed Route Surveys: Before construction of the transmission system, detailed route surveys will be performed by EGAT staff together with the Royal Forest Department (RFD). The number of forest trees to be cut will be documented. In addition, final route selection adjustments to avoid dwellings and circumvent other areas of potential negative impact will be made, according to EGAT's environmental design criteria. 9. Construction: EGAT's guidelines for construction activities are: (a) avoid installation of new access roads for construction purposes; try to utilize existing trails; (b) no cutting of trees over the limitations set by RFD; and, (c) clean up construction sites upon completion of construction work. 10. Maintenance of the Right of Way: Along the valleys, only trees considered to be hazardous to the stability of the transmission system would be cut down. Landowners are permitted to cultivate economic crops under EGAT's criteria along the right of way corridors. Upon completion of transmission line construction iii work, ground cover around the towers will be planted and land contouring will be done as required to provide a protective covering for the earth and to prevent soil erosion. No herbicides are used in right of way maintenance . Environmental Issues: 11. Environmental Impact on Water Resources: Potential impacts of a transmission system on water quality are related to construction activities: surface run-off from construction sites; wastewater from the temporary office and construction camps; and, wastewater contaminated with oil or grease from machinery which will be mitigated . The construction sites, temporary office and construction camp will locate more than 100 meters far from water resource or stream and all of slope area is less than 45 degree. The construction will follow the EGAT'S Environmental Guidelines for Transmission System. 12. Forest resources: There are 25 sub projects, with a length of approximately 159.55 kilometers, that pass through the reserve forest (non protected forest). There are no watershed area class IA and 1B, wildlife sanctuary, national park ,mangrove forest area or addition forest conservation area (C) near any transmission line of subproject on Transmission System Expansion Project No. 9. TNB Stage II Inter Connection Project comprises 3 tranmission lines ,a distance of approximately 213.5 kilometers, that pass through the reserve forest. Many of these 'forest areas' have already been cleared for agriculture are other purposes . The attached route maps show the actual conditions found in walk-throughs . There is no watershed area class 1A and IB, wildlife sanctuary, national park ,mangrove forest area or addition forest conservation area (C) near any transmission line of subprojects . 13. Wildlife: There are 159.55 kilometers of Transmission System Expansion Project No. 9 and 213.5 kilometers of TNB Stage ii inter Connection Project fhat pass through the reserve forest that are not significant for conservation. Many of the reserve forest areas where the transmission lines traverse have already been cleared iv for agriculture and other purposes (see maps). The wildlife are mostly small in size and they can adjust well to minor change in the environment. 14. Land Use: The project construction phase will cause the loss and limitation of agricultural land use in the ROW; however, the impact is on a small total land area because most of the crops have a short growing season and they do not exceed the height restrictions for vegetation in the right of way. Transmission System Expansion Project No. 9 and TNB Stage II Inter Connection Project have tranmission lines which pass through the agricultural land totalling about 1,121.45 and 360.3 km . The Maintenance of the right of way will follow the EGAT policy on post-project land use. 15. Cultural and Esthetic Resources: There were no cultural or esthetic resources that would potentially be impacted along the Transmission System Expansion Project MNr 0 nirA 'T'NTf St-g YT T,,+_. PCB Management: Transmission System Expansion Project No. 9 and TNB Stage II Inter Connection Project will not involve replacement of equipment potentially contaminated with PCB. EGAT has surveyed all potentially contaminated electrical equipment. 17. Electromagnetic Frequency (EMF): A full discussion of EMF effects and EGAT transmission lines is included in the Environmental Impact Analyses of the Greater Bangkok Area, and the Environmental Report for 500 KV Transmission Line for IPP's. Mitigation Measures: 18. Natural Resources: Foundation towers and construction activities including transportation of construction materials, material storage and worker housing would be located at least 50 meters away from surface water resources to avoid soil erosion. In case it is necessary to use areas closer to water resources, soil barriers would be v built to block erosion and sedimentation. Vegetative cover would be replaced along streambanks and the surrounding project site if disturbed, to prevent soil erosion. In all areas, sanitary latrines will be constructed for workforce and temporary offices, and good housekeeping measures will minimize potential water contamination clue to construction. 19. Forest Resources: The following mitigation measures would be followed: (i) deforestation to be done only in the right of way ii) reforestation is the responsibility of EGAT, the area of reforestation would be more than the area of national forest reserve used for the ROW; iii) in case private land is used in construction, it is the responsibility of EGAT to contact the owner and pay fair compensation. Many of the 'forest areas' along the routes have already been cleared for agriculture and other purposes (see map section). 20. Wildlife: The impacts can be controlled by: i) deforestation only in the right of way area; ii) prohibition on disturbing wildlife, including nests, eggs, holes, hollows and other habitat; iii) prevention of noise pollution by limiting work hours between 8.00 am and 16.00 pm., all work to be forbidden at night. 21. Land Use: EGAT would plan all the project activities including material transportation, pole mounting and others in the dry season, because most of the crops would already have been harvested. Removal of agricultural plants (particularly perennials) would be done only as necessary and compensation paid. Farmers would be allowed to grow short-lived crops with heights in the ROW under EGAT's Criteria after construction. Monitoring 22. The following monitoiirig plan will be adopted to track the effectiveness of mitigation techniques, and to address recognized problems in an appropriate and timely manner. This regular scheduled monitoring program will consist chiefly of visual inspections during construction and operation for: vi o erosion along access roads, substation and transmission tower foundations; o encroachment of settlements within rights of ways, encroachment of settlements within protected areas via transmission line access roads, exploitation of forest resources in protected areas via access roads; o vegetation clearances below transmission lines, and invasion of exotic species along right of ways; o transformer fluid leakage and spills. vii TNB Stage II Inter Connection and Transmission System Expansion Project No. 9 Environmental Guidelines for Planning, Construction and Maintenance of Transmission Lines 1. EGAT was established on May 1, 1969 to nationalize and consolidate the functions and responsibilities of three independent state enterprises: the Yanhee Electricity Authority (YEA), the Lignite Authority (LA) and the North-East Electricity Authority (NEEA). EGAT is now in the process of privatization. EGAT has the responsibility to provide electricity for the entire Kingdom of Thailand by generating, transmitting and selling bulk energy to two distributing entities, namely the Metropolitan Electricity Authority (MEA) and the Provincial Electricity Authority (PEA). It is certainly realized that the electric power, a source of energy, is an infrastructure in strengthening the economic and social development of a country. To provide the adequate and reliable supply of electricity is the predominant responsibility of EGAT. Following the recovery from economic recession period in 1987, the electricity consumption in Thailand has been increasing at the extremely high rate. The growth rates of peak generation requirement were recorded at two digits, and expected to further increase at high levels (10.09 % for the 7th NESDP and 7.90 % for the 8th NESDP). In line with the electricity requirement of the country, EGAT's Power Development Plan (PDP) has been prepared and periodically revised. The PDP always includes the investments for expansions of transmission system as well as the power generation facilities, since the electricity once generated must be transmitted and distributed to consumers. The transmission system expansion program involves the constructions of 1 transmission lines and substations for reinforcement of the electric power system to keep abreast of the load growth and to expand the electricity services to remote areas. Several Transmission System Expansion Projects (TS Projects) have been included in the PDPs and implemented in successive stages. So far, eight transmission system expansion projects, namely Transmission System Expansion Projects No.1 to Transmission System Expansion Projects No.8 have been formulated. In addition to the normal transmission system expansion projects, several accelerated transmission projects have also been formulated to increase the power transfer capability of the interconnection between regions and to supply power for large industrial loads and the unexpected fast increase in power demand. Transmission System Expansion Projects No.9 (TS.9 project) has been listed as one of the transmission system expansion projects in the Seventh National Economic and Social Development Plan (the 7th NESDP). In the 7th NESDP, the Government has set the policy guidelines to improve the power system reliability. One of the policy guidelines is to improve transmission and distribution systems for more sufficient, reliable, high quality, and safety of supply, especially for industrial and new economic development areas; and to reinforce the power system interconnection with neighbouring countries to provide more energy interchange capability for the economic and system reliability. The TS.9 Project is planned for implementation during 1996-1998. TNB Stage II Inter Connection is the power system interconnection between EGAT and TNB (Tenaga Nasional Berhad) of Malaysia was first energized on February 1, 1981. The interconnection consists of a 24.5 km single circuit 132 KV 240 mm2 ACSR transmission line linking Sadao substation of EGAT and chuping Substation of TNB; and two 115/132 KV transformers, rated 66.7 MVA each. The existing EGAT-TNB interconnection are initially proposed for regular peak power exchange, but operation of the systems indicated oscillatory damping and power swing problems as the size of the interconnection is too small in relation to the size of the two systems. The present power system is operated in such a way that parts of southern portion of EGAT system or parts of northern region system of TNB will have to be disconnected with the rest of its main grid and synchronized with the other system whenever the power exchange is required. As the two systems cannot be fully synchronized, thus restricts its utilization, EGAT and TNB therefore agreed to individually conduct the preliminary studies to strengthen the interconnection and the possibility of upgrading the interconnection to gain the full benefits of the interconnection. Since 1986, several meeting between EGAT's and TNB's system planning staff have been held both in Thailand and Malaysia to review results of the preliminary studies and pursued the joint study on the Stage II EGAT-TNB Interconnection Project aiming at the maximum power exchange of 300 MW. 2. Project description The land use classification are shown in the maps attacked to the project description. There are two basic land use in the transmission line project areas: agricultural land and reserve forest. The reserve forest areas have been broken down into areas for which land use permits have been obtained, and areas for which land use permits are pending. As can be seen in the map, the majority of the routes traverse agricultural area. These area are typically para rubber or rice. The reserve forest areas are usually degraded forest (or converted to rubber plantation), as oppossed to protected forest. There are no protected forest area involved in the project no. 9 or TNB. The reserved forest areas through which the TNB project passes are almost exclusively converted to rubber plantation. Only 10 % of the TNB project passes through reserve forest areas. . ~3 2.1 TNB Stage II Inter Connection The EGAT-TNB stage II Interconnection consisits of two parts: the construction of HVDC transmission, and the internal system reinforcement. 1. The HVDC transmission comprises: (a) Due to the limited area of Hat Yai 2 substation , a new site is proposed at Khlong Ngae for the installation of HVDC converter . The HVDC converter will be 250 KV 300 MW monopolar and upgradable at a later stage to bipolar for 600 MW. (b) Construction of a 250 KV HVDC bipolar line from Khlong Ngae converter station to the Thailand-Malaysia border, using 2x400 mm2 conductors per pole (pole 2 conductor will be used as metallic return for the initial stage monopolar), a distance of approximately 24 km. (c) Installation of communication system. 2. The internal network reinforcement comprises: (a) Construction of HVAC 230 KV Switchyard at Khlong Ngae to link the HVDC converter station via two converter transformers with the 230 KV HVAC four lines, two lines from Hat Yai 2 substation and two lines from Thung Song Substation. (b) Construction of a double circuit 230 KV Hat Yai 2-Khlong Ngae linw, using 2 x1272 MCM ACSR conductor per phase, a distance of approximately 30 KM. (c) Construction of a double circuit 230 KV Thung Song-Khlong Ngae lin, using 2 x1272 MCM ACSR conductor per phase, a distance of approximately 210 KM. (d) Expansion of 230 KV Hat Yai 2 Substation for two outgoing lines to Khlong Nage converter station. Objective Objective of Subproject No.1, the 230/115 kV Ban Pong 2 - Ban Pong 1 - Nakhon Chaisi - Sam Phran 2 lines and substations, is to provide sufficient and reliable power supply for the increasing demand of industrial plants in the western area. B. Proiect Scope and Description Project Scove The scope for the 230/115 kV Ban Pong 2 - Ban Pong 1 - Nakhon Chaisi -Sam Phran 2 lines and substations consists of the following constructions: a) Construction of 115 kV temporary detour lines on the existing rights-of-way from Ban Pong 1 to Nakhon Chaisi and from Nakhon Chaisi to Sam Phran 2, using 1272 MCM ACSR conductor, and dismantling the existing 115 kV Ban Pong 2 - Ban Pong 1 Line No.2 (200 sq.mm TACSR/AW conductor) and the existing 115 kV Ban Pong 1 - Nakhon Chaisi - Sam Phran 2 single circuit line. b) Construction of 230 kV double circuit Ban Pong 2 - Ban Pong 1 - Nakhon Chaisi - Sam Phran 2 transmission line, double circuit steel towers, using 2x1272 MCM ACSR conductor per phase, a distance of approximately 43 km. The new 230 kV line designed with differential insulation, will be constructed on the existing right-of-way of the dismantled 115 kV single circuit Ban Pong 2 - Ban Pong 1 - Nakhon Chaisi - Sam Phran 2 line. The new 230 kV lines will be initially energized at 115 kV and one circuit will be temporary terminated at 115 kV Ban Pong 1 Substation and both circuit will be terminated at 115 kV Nakhon Chaisi Substation. 9 c) Expansion of 115 kV Ban Pong 2 Substation for one additional line. d) Expansion of 115 kV Nakhon Chaisi Substation for two additional lines. e) Expansion of 115 kV Sam Phran 2 Substation for one additional line. f) Land procurement for the extension of Nakhon Chaisi Substation for future 230 kV switchyard. However, if the adjoining piece of land would not be available, the new site of 230 kV switchyard, called Nakhon Chaisi 2, would be considered, and the four-circuit transmission line for double circuit 230 kV line and double circuit 115 kV line on the same tower would be constructed to link the new 230 kV Nakhon Chaisi 2 Substation to the existing 115 kV substation. g) Addition of communication system. Project Description At present, the transmission system which supply power demand in the western area consists of a 115 kV loop among three major 230 kV substations, via 230/115 kV tie transformers at Sam Phran 1, Ban Pong 2 and Ratchaburi 2 Substations. The demand in this area has been increasing rapidly due to the industrial development. Part of 115 kV line sections have been reinforced under ATP and TS.8 projects to maintain the power supply reliability. The reconstruction of 115 kV Sam Phran 1 - Sam Phran 2 line from single circuit to double circuit, using 2x795 MCM ACSR conductor per phase, is being implemented under TS.8 project and expected to be commissioned by the end of 1995. The combined peak power demand at Ban Pong 1, Nakhon Chaisi, and Sam Phran 2 Substation was 283.5 MW in 1993 which caused heavy line loading on 115 kVlines from Ban Pong 2 to Sam Phran 1 Substations and it is anticipated that the line loading will reach the transmission line capacity limit in near future. Since, most of the power demand in this area is industrial load, therefore, high reliability of power supply is very important. The transmission system reinforcement to cope with the increasing demand is therefore required. Due to the difficulty to obtain a new right-of-way in these areas, the construction of a 230 kV double circuit Ban Pong 2 - Ban Pong 1 - Nakhon Chaisi - Sam Phran 2 line on the existing rights-of-way and initially energized at 115 kV is proposed in view of long-term planning consideration. The differential insulation should also be considered in the design of the double circuit structure to reduce the probability of simultaneously trip of both circuits due to lightning stroke. Project Description The existing 115 kV Ban Bung Substation is connected with the 115 kV Si Racha Substation via a 115 kV single circuit line, 33.2 km, using 477 MCM ACSR conductor. The present peak demand at Ban Bung Substation is 49.6 MW and is expected to increase at high growth rate due to the industrial developments in this area. Ban Bung is located in the 13 area which is classified by The Board of Investment (BOI) as the Investment Promotion Zone 2 which has more privilege than Zone 1 where the Government has recently issued the policy to limit the industrial developments in Zone 1, and also the policy to move out some existing industries from the area of Zone 1. The area around Ban Bung is considered one of the suitable locations to accommodate the industries and industrial estates. The new transmission lines is therefore required to improve the reliability of power supply. The construction of a 1 15 kV double circuit Bo Win - Ban Bung line is proposed. Project Scope and Description Project Scope The scope for the 115 kV Tha Wung Substation and lines termination consists of the following constructions: a) Construction of new 115 kV Tha Wung Substation together with the termination of 1 1 5 kV double circuit Ang Thong 2 - Lop Buri 2 line and 115 kV single circuit Sing Buri - Lop Buri 1 line at Tha Wung Substation. The power supply for station service will be received from PEA distribution line or a small transformer relocated from the existing system. b) Land Procurement for the 115 kV Tha Wung Substation with provision for future 230 kV switchyard. c) Addition of communication system. 16 Project Description At present, the existing 1 15 kV Sing Buri Substation is connected with the 115 kV system via a single circuit line with conductor size of 477 MCM ACSR, a distance of 28 km from Takhli 2 Substation; and a single circuit line with small conductor size of 4/0 ACSR, a distance of 33 km from 115 kV Ang Thong 1 Substation. The 115 kV line is also extended from Sing Buri Substation with a single circuit using small conductor size of 4/0 AWG ACSR to supply power radially to Lop Buri 1 Substation. The existing 115 kV lines will not be sufficient to provide reliable power supply to the total power demand at Sing Buri 1 and Lop Buri 1 in 1997. To cope with the increasing demand, the system reinforcement in this area is necessary. According to the present transmission network configuration, there is a line crossing between the double circuit 115 kV Ang Thong 2 -Lop Buri 2 line and the 115 kV Sing Buri - Lop Buri 1 line at Tha Wung district, therefore the construction of a new substation at Tha Wung with the termination of 115 kV Ang Thong 2 - Lop Buri 2 line and 115 kV Sing Buri -Lop Buri 1 line at Tha Wung Substation is proposed. This substation will improve the system reliability of power supply at Sing Buri and Lop Buri 1 Substations. Figure of the proposed line route of the Subproject is shown in appendix C. Proiect Scope and Description Project Scope The scope for the 115 kV Thalan 3 - Saraburi 1 line and substations consists of the following constructions: a) Construction of 115 kV temporary detour single circuit line from Thalan Junction (near Thalan 3 Substation) on the existing right-of-way to Saraburi 1 Substation, using 477 MCM ACSR conductor stringing on concrete pole for a distance of approximately 13 km. b) Dismantling the existing 115 kV line section from Saraburi 1 Substation to Thalan Junction and reconnecting this temporary detour line with the remaining 115 kV line section from Thalan Junction to Thalan 1 Substation. c) Construction of 115 kV double circuit Thalan 3 - Saraburi 1 line, double circuit steel towers, using 795 MCM ACSR conductor for a distance of approximately 15 km. The new transmission line section from Thalan Junction to Saraburi 1 will be constructed on the existing right-of-way. The Thalan Junction to Thalan 3 will require a new right-of-way. d) Construction of 115 kV Thalan 3 - Thalan Junction - Thalan 1 line, single circuit on double circuit steel towers, using 795 MCM ACSR conductor, for a distance of 5 km. The new line section between Thalan Junction and Thalan 1 Substation will be constructed on the right-of-way of the existing 115 kV line to Thalan 1 which will be dismantled. This line section will form a new 1 15 kV Thalan 1 - Thalan 3 line. . <- 49 e) Expansion of 115 kV Thalan 3 Substation for three outgoing lines. f) Expansion of 1 1 5 kV Saraburi i Substation for one additional incoming line. g) Addition of communication system. Project Description The power demand in Saraburi Province is mainly supplied from Saraburi 1 Substation which is connected with Thalan 1 Substation via a 115 kV single circuit line. The present peak demand is 44.4 MW and expected to increase at 10 % annually. Since there is only one circuit that supplies power to Saraburi 1 Substation, additional transmission circuit is required to improve reliability of supply. The construction of a new 115 kV double circuit Thalan 3 - Saraburi 1 is therefore proposed. To avoid the problems on right-of-way acquisition, the right-of-way of the existing 115 kV line from Thalan 3 Junction, about 2 km south of Thalan 3 Substation (See Figure 4.4), to Saraburi 1 substation will be used for the construction of the new transmission line. To maintain power supply to Saraburi 1 Substation during the deenergization of the existing line, construction of a temporary 115 kV detour line from Thalan 3 Junction to Saraburi 1 Substation is required. To utilize the existing ritght-of-way of 115 kV line section from Thalan 3 Junction to Thalan 1, the construction of 115 kV Thalan 1 - Thalan Junction - Thalan 3 line, single circuit on double circuit steel towers, using 795 MCM ACSR conductor, is also recommended. C' ' ) Project Description 1Tne transmission network which supplies power in the areas of Ratchaburi 2, Phetchaburi, Cha-Am and Hua Hin Substations is a loop tied between the two 230/115 kV Ratchaburi 2 and Hua Hin (under construction) terminal substations via a double circuit 230 kV line and a single circuit 115 kV line from Hua Hin to Ratchaburi 2 via Cha-Am and Phetchaburi Substations. Since the only one circuit of the 230 kV line from Ratchaburi 2 was planned to be terminated at Hua Hin Substation; therefore, with the new projected increasing demand, there will be overloaded problem in the 115 kV line when the 230 kV Ratchaburi 2 - Hua Hin line tripping out. The reinforcement of the 115 kV line sections between Ratchaburi 2 and Hua Hin Substations is necessary, and the construction of a new double circuit 115 kV Ratchaburi 2- Phetchaburi line is proposed. Project Description Tne existing 115 k-V Watthana Nakhon Substation is radiaiiy connected with the 115 kV Prachin Buri 1 Substation via a single circuit line. Under TS.8 Project, the termination of 115 kV Prachin Buri 1 - Watthana Nakhon line at the new 230/115 kV Prachin Buri 2 terminal substation will be completed in 1995. Voltage regulation at Watthana Nakhon Substation will be improved by receiving power from Prachin Buri 2 Substation. However, the improvement of reliability of power supply is still needed, since Prachin Buri and Sra Kaew provinces is also considered the suitable sites for the industrial estates to accommodate the new industries and the industries which would be moved out from BOI's Investment Promotion Zone 1. Proiect Description At present, the power demand in Mukdahan Province is supplied from 115 kV Mukdahan Substation which connected with Amnat Charoen Substation by a single circuit line. Due to the long transmission line and the small conductor size, the unacceptable low voltage is encountered at Mukdahan Substation. Therefore, the transmission system reinforcement is required. The present demand at Nakhon Phanom and That Phanom Substations was 19.38 and 10.52 MW respectively. Both are the end-substations; for which Nakhon Phanom Substation is connected with the 115/69 kV Sakon Nakhon Substation by the 69 kV Sa-kon Nalchon - Nakhon Phanom single circuit line with small conductor size of 95 sq.mm., for a distance of 89 km; and That Phanom Substation is connected with the 115/69 kV Sakon Nakhon Substation by the 69 kV Sakon Nakhon - That Phanom line with small conductor size of 58 sq.mm., for a distance of 70 km. Due to the increasing demand, the poor voltage regulation has been facing at both substations, therefore to improve the voltage regulation and to increase the reliable power supply capability to Mukdahan and Nakhon Phanom Provinces, the construction of a new 230/115 kV Mukdahan 2 Substation and construction of the 115 kV Mukdahan 2 - That Phanom - Nakhon Phanom lines are proposed. Project Description At present, the power demand in Nong Bua Lam Phu Province is supplied from Udon Thani 1, Udon Thani 2 and Loei substations via PEA 22 kV distribution lines. The Nong Bua Lam Phu Substation is being constructed under TS.8 Project by terminating the existing 115 kV single circuit Udon Thani 1 - Loei line. The new 115 kV Nong Bua Lam Phu Substation, which will be completed by the end of 1995, will increase the power supply v .c) P..l'_ capability with better quality at an acceptable reliable services to the Nong Bua LTam Phu Province and its vicinity. However, the power supply for Nong Bua Lam Phu and Loei provinces is still supplied by a 115 kiV singie circuit line from Udon Thani 1 Substation. A new 115 kV substation at Phayakkhaphum Phisai is being constructed, under TS.8 Project for commissioning in 1996, to increase the capability of power supply to those areas at an acceptable reliability level and better power quality. However, since the new 115 kV Phayakkhaphum Phisai is still supplied by a single circuit line, therefore second circuit is required to further increase the reliability level. For the same reason as mentioned above, the power at 115 kV to Surin Substation is still supplied from Buriram Substation via a 115 kV single circuit line, therefore, a new 115 kV line is required. Objective Objectives of Subproject No.13, 115 kV Chaiyaphum - Bamnet Narong line and substations, are to provide sufficient power supply to Bamnet Narong and nearby districts with satisfactory voltage regulation and acceptable reliability of services and also to reduce system losses. B. Project Scope and Description Proiect Scope The scope for the 115 kV Chaiyaphum - Bamnet Narong line and substations consists of the following constructions: a) Construction of 115 kV Chaiyaphum - Bamnet Narong transmission line, single circuit on double circuit steel towers, using 795 MCM ACSR conductor, a distance of approximately 58 km. b) Expansion of 115 kV Chaiyaphum Substation for one outgoing line. c) Construction of new 115 kV Bamnet Narong Substation with two 3-phase, 115-22- 11 kV power transformers, each rated OA/FA/FOA 30/40/50 MVA (land for the substation has been purchased in TS.8 project). d) Addition of communication system. Proi ect Description The PEA 22 kV distribution lines which supply power to Bamnet Narong and nearby districts are connected with EGAT's 115 kV Nakhon Ratchasima 1, Chaiyaphum and Sikhiu substations at the distance of approximately 85, 70 and 90 km respectively. The high growth of power demand is expected due to the establishment of the ASEAN Potash Mine Project. Due to long distribution line, PEA has been facing with voltage drop problem and high distribution losses. Automatic voltage regulators (AVR) have been installed on the 22 kV distribution lines, however the excessive power losses still remain and the supply reliability is not at the acceptable level. The construction of a new 115 kV substation at Bamnet Narong will greatly increase capability of power supply to cope with the increasing demand in this area at an acceptable reliability level and satisfactory voltage regulation. Project Scope and Description Proiect Scope The scope for the 115 kV Ubon Ratchathani 2 - Kantharalak line and substations consists of the following constructions: a) Construction of 115 kV Ubon Ratchathani 2 -Kantharalak transmission line, single circuit on double circuit steel towers, using 795 MCM ACSR conductor, a distance of approximately 55 km. b) Expansion of 1 15 kV Ubon Ratchathani 2 Substation for one outgoing line. c) Construction of new 115 kV Kantharalak Substation with two 3-phase, 115-22-11 kV power transformers, each rated OA/FA/FOA 30/40/50 MVA (land for the substation has been purchased in TS.8 project). d) Addition of communication system. Project Description The power supply for Kantharalak and nearby districts is available from the 115 kV Si Sa Ket Substation via PEA 22 kV distribution lines at a distance of 65 km. Due to long distribution line, PEA has therefore installed automatic voltage regulators (AVR) to boost the voltage at the receiving end. However high power losses is still encountered and reliability of power supply is not at the acceptable level. The power demand in Kantharalak and nearby districts is expected to increase at high growth rate, because PEA has planned to expand the distribution lines to serve more remote villages. The construction of 115 kV Ubon Ratchathani 2 - Kantharalak line will support the PEA's distribution project and increase reliability of the electric services in this area. Figure of the proposed line route of the Subproject is shown in appendix C. A 4 Project Description At present, power demand in Sangkha and nearby districts is supplied from Surin and Si Sa Ket Substations via PEA 22 kV distribution lines at distance of 50 and 60 km respectively. However, large voltage drop and excessive distribution line losses have been encountered due to long distribution line. To meet the increasing power demand, further reinforcement of the distribution system will not be economical in long-term. The construction of a new substation at Sangkha district is proposed to increase the power supply capability to the areas of Sangkha and its vicinity. The better quality and reliability of services will be provided. The distribution system operation will have more flexibility and also the distribution line losses will be substantially reduced. Objective Objective of Subproject No.16 , 17 230 kV Surat Thani - Thung Song - Nakhon Si Thammarat lines and substations, is to prevent line overloading on the 230 kV Khanom - Nakhon Si Thammarat and the 115 kV Thung Song - Nakhon Si Thammarat lines. B. Project Scope and Description Proiect Scope The scope for the 230 kV Surat Thani - Thung Song - Nakhon Si Thammarat lines and substations consists of the following constructions: a) Construction of 230 kV double circuit Surat Thani - Thung Song - Nakhon Si Thammarat transmission line, double circuit steel towers, using 2x1272 MCM ACSR conductor per phase for Surat Thani - Thung Song line section (122 km) and lx1272 MCM ACSR conductor per phase for Thung Song - Nakhon Si Thammarat line section (54 km) for a total distance of approximately 176 km, on the right-of-way of the existing 115 kV Surat Thani - Thung Song - Nakhon Si Thammarat line which will be dismantled. The new 230 kV line will be terminated at a new 230 kV switchyard at Thung Song, and the line section between Thung Song and Nakhon Si Thammarat will be initially energized at 115 kV. b) Expansion of Thung Song Substation for a new 230 kV switchyard. The new 230 kV switchyard will be constructed with the installation of two 3-phase 230/115-33 kV tie transformers, each rated OA/FA/FOA 120/160/200 MVA, to integrate with the existing 115 kV system; and two 230 kV bays for lines to Surat Thani. The two additional 115 kV bays are provided for lines to Nakhon Si Thammarat. a 7 c) Expansion of 230 kV Surat Thani Substation for two outgoing lines to Thung Song Substation. d) Expansion of 115 kV Nakhon Si Thammarat Substation for one additional line to Thung Song Substation. e) Temporary installation of 3x20 MVAr 115 kV Shunt Capacitor banks at Thung Song Substation. f) Land procurement for the extension of the existing Thung Song Substation. g) Addition of communication system. Project Description The major transmission line which supply power to the lower part of Southern Thailand is the 230 kV Surat Thani - Khanom - Nakhon Si Thammarat - Phatthalung -Hat Yai 2 double circuit line. The power flow on these 230 kV lines is being increased due to the rapid growth power demand at the lower Southern area and the cement factory expansion at Thung Song. To maintain the reliability of power supply, the transmission system reinforcement to cope with the increasing demand is therefore required. Due to the difficulty to obtain a new right-of-way in these areas, the construction of 230 kV double circuit Surat Thani - Thung Song - Nakhon Si Thammarat line on the existing right-of-way is proposed based on the least cost solution. To maintain the continuous power supply for Thung Song Substation, two line section of this subproject should be constructed at two different schedules. Construction of the double circuit 230 kV Nakhon Si Thammarat - Thung Song line section should be completed before dismantling the 115 kV Surat Thani - Thung Song line section. Figure of the proposed line route of the Subproject is shown in appendix C. Project Description The power demand at Pattani, Yala, Narathiwat and Sungai Kolok Substations are supplied from Bang Lang Dam and 230/115 kV Hat Yai 2 Substation via 115 kV Hat Yai 2 - Yala single circuit line and 115 kV Hat Yai 2 - Pattani double circuit line. The peak demand of Yala, Narathiwat and Sungai Kolok Substation is increased at 7.3 % annually. The generation from Bang Lang Dam has been occasionally derated in case of low head of water level or shutdown for maintenance, and the power supply for those areas rely on the long transmission lines from Hat Yai 2 Substation. For such the cases the reliabily of supply is not meet the criteria and the system reinforcement is therefore required. The Khlong Ngae switching station, a new substation being implemented under the EGAT-TNB Stage II Interconnection Project, is considered as a firm power source. The construction of the Khlong Ngae - Yala line and substations is proposed to effectively improve the reliability of power supply and provide sufficient power for the increasing demand in the areas of Pattani, Yala and Narathiwat provinces. Part of the existing right-of-way of the 115 kV Hat Yai 2 - Yala line (Hat Yai 2 Junction, approximately 27 km. southeast of Hat Yai 2 Substation, to Yala line section, see Figure 4.14), which will be dismantled, will be used for the new proposed 230 kV line. The remaining section of the 115 kV line from Hat Yai 2 Substation to Hat Yai 2 Junction will be energized to maintain the right-of-way for the future use. During dismantling the 115 kV line and constructing the new 230 kV line on this line section, the Bang Lang power plant has to generate at least 40 MW all the time. Objective Objectives of Subproject No.19, the 230/115 kV Phangnga - Phuket Junction - Phuket 2 lines and substations, are to increase the power supply capability and to maintain the reliability and quality of power supply to Phuket Province. B. Project Scope and Description Project Scope The scope for 230/115 kV Phangnga - Phuket Junction - Phuket 2 lines and substations consists of the following constructions: a) Construction of 230 kV double circuit Phangnga - Phuket Junction (about 6 km north of Phuket 1 Substation) transmission line, double circuit steel towers, using 1272 MCM ACSR conductor, initially energized at 115 kV, a distance of approximately 76 km. This transmission line will be constructed on the right-of-way of the existing 115 kV single circuit Phangnga - Phuket 2 line of which the line section from Phangnga to the Phuket Junction will be dismantled. One circuit of this new double circuit line will be connected with the remaining 115 kV line section to 115 kV Phuket 2 Substation and the other circuit will be connected with the new 115 kV compact line to Phuket 2 Substation as described in (b) below. b) Construction of the 115 kV Phuket 2 - Phuket Junction compact line on one side of the existing right-of-way of 115 kV Phuket 2 - Phuket Junction line section, which is 25 meters width from the centre to the edge of the right-of-way, single circuit using 2x795 MCM ACSR conductor, a distance of approximately 12 km. This transmission line will be connected with one circuit of double circuit 230 kV Phangnga - Phuket Junction line as described in (a) above. 53 c) Expansion of 115 kV Phuket 2 Substation for one incoming line from Phan-guiga. d) Expansion of 115 kV Phangnga Substation for one additional line. e) Land procurement for the future 230 kV substation in Phuket Province (near the Phuket Junction). f) Addition of communication system. Project Description The power demand in Phuket Province is supplied from Phuket 1 and Phuket 2 Substations which receive power from Phangnga Substation via one 115 kV double circuit line strung with 477 MCM ACSR conductor and one 115 kV single circuit line strung with 150 sq.mm AAC conductor. The existing transmission system will not sufficient to serve the power demand in the future which is expected to increase at high growth rate, since Phuket Island is the very famous tourist spot known as Pearl of Andaman. In order to secure reliability and quality of power supply in Phuket Province, the reinforcement of transmission system is required. The difficulties of obtaining a new right-of-way in the Phuket island is foreseen, therefore, the use of existing right-of-way for the new transmission line has been planned. Consequently, to maintain the power supply reliability during dismantling the existing transmission line, early construction of the new transmission line is recommended, and the construction of a double circuit 230 kV Phangnga - Phuket Junction - Phuket 2 line (initially energized at 115 kV) on the right-of-way of the existing 1 15 kV single circuit line Phangnga - Phuket 2 (Phuket Junction) is proposed. Proiect Description At present, the power demand in Narathiwat including Sungai Kolok district is supplied from Yala substation via 115 kV single circuit line. The present peak demand is 31.8 MW and expected to increase at 8.2 % annually. New additional transmission circuit is therefore required to cope with the future high peak demand and to improve the reliability of power supply. The construction of a new 1 15 kV Yala - Narathiwat line is proposed. Figure of the proposed line route of the Subproject is shown in appendix C. Project Scope and Description Project Scope The scope for the 115 kV Surat Thani - Ban Don line and substations consists of the following constructions: a) Stringing second circuit on the existing double circuit towers of the 115 kV Surat Thani - Ban Don line, using 477 MCM ACSR conductor, a distance of 13.4 km. b) Expansion of 115 kV Surat Thani Substation for one outgoing line. c) Expansion of 115 kV Ban Don Substation for one incoming line. Project Description The existing 115 kV Ban Don Substation is connected with 230/115 kV Surat Thani Substation by a single circuit on double circuit steel towers 115 kV line, 13.4 km, using 477 MCM ACSR conductor. The present peak demand at Ban Don Substation is 52.4 MW and expected to increase at the average growth rate of 6.5 % per year for the next 10 years period. .. 53 The reason for stringing only one circuit at the beginning is due to the fact that the power demand in Ban Don was not too high that PEA could maintain the continuous power supply by 33 kV distribution lines from Phunphin Substation in an emergency case when the 115 kV line trips out. With the high increasing demand, it is beyond the capability of the 33 kV line to serve the demand in such an emergency case, therefore the stringing of second circuit on the existing double circuit steel tower of the 115 kV Surat Thani - Ban Don line is proposed to ensure the reliable power supply in Surat Thani area. Project Description At present, the power demand at 115 kV Tak 1 and Kamphaengphet Substations is supplied from the two single circuit 115 kV lines linking Tak 1 Substation with the 230 kV Bhumibol switchyard and 115 kV Sukhothai Substation which further connecting with 230 kV Phitsanulok 2 Substation. In case that the 115 kV Bhumibol -Tak 1 line trips out, the power demand for these two substations will be supplied from the 230 kV Phitsanulok 2 61 Substation via the 115 kV Phitsanulok 2 - Sukhothai - Tak 1 single circuit line for a total distances of 120 km. This case will lead to overload on the 115 kV Phitsanulok 2 - Sukhothal line section and the unacceptable low voltage at Tak 1 and Kamphaengphet Substations. Furthermore, Kamphaengphet Substation is an end substation which connects with Tak 1 Substation by a single circuit 115 kV line. Therefore, there is the possibility of total blackout in Kamphaengphet area if this line section trips out. Therefore, the construction of 115 kV Lan Krabu - Kamphaengphet is recommended. Objective Objective of Subproject No.23, 115 kV Mae Moh 3 - Lampang 2 line and substations is to increase power supply capability to cope with the increasing demand at Lampang 2 and Lamphun 2 Substations. B. Project Scope and Description Project Scope The scope for the 115 kV Mae Moh 3 - Lampang 2 line and substations consists of the following constructions: a) Construction of 115 kV Mae Moh 3 - Lampang 2 line, double circuit steel towers, using 2x795 MCM ACSR conductor per phase, a distance of approximately 27 km. b) Modification of 115 kV Mae Moh 3 Switchyard from Main & Transfer bus arrangement to Breaker and a Half scheme and expansion for two outgoing line. c) Modification of 115 kV Lampang 2 Substation from tapped substation to fully equipped circuit breaker substation for terminating both circuits of the 115 kV double circuit Mae Moh 2 - Lamphun 2 line and the expansion of 115 kV bays for two incoming lines from Mae Moh 3 switchyard. d) Addition of communication system. 64. Proiect Description At present, the power demand at the 115 kV Lampang 2 Substation is supplied from one circuit of the 115 kV double circuit Mae Moh 2 - Lamphun 2 line. The power demand at Lampang 2 Substation is increasing highly due to the requirement of the cement factory which is being constructed in this area. The existing 115 kV line also transmits generated power from Mae Moh Power Plant to Lamphun and Chiang Mai areas; therefore, with the large power demand at Lampang 2 Substation, heavy line loading on the 115 kV Mae Moh 2 - Lampang 2 line section is observed, and overloading on this line section will occur if one circuit of the double circuit trips out. Therefore, construction of a new 115 kV Mae Moh 3 - Lampang 2 line is proposed together with the modification and expansion of Mae Moh 3 and Lampang 2 substations. Objective Objectives of Subproject No.24, 115 kV Chiang Mai 2 - Mae Taeng line and substations, are to provide more reliable power supply to Mae Taeng and nearby areas, to improve quality of power supply and also to reduce system losses. B. Project Scope and Description Proiect Scope The scope for the 115 kV Chiang Mai 2 - Mae Taeng line and substations consists of the following constructions: a) Construction of 115 kV Chiang Mai 2 - Mae Taeng transmission line, single circuit on double circuit steel towers, using 795 MCM ACSR conductor, a distance of approximately 42 km. b) Expansion of 1 15 kV Chiang Mai 2 Substation for one outgoing line. c) Construction of a new 1 1 kV Mae Taeng Substation, equipped with two 3-phase, 115-22 kV power transformers, each rated OA/FA/FOA 30/40/50 MVA. d) Land Procurement for Mae Taeng Substation. e) Addition of communication system. 67, Project Description Tne power demand in Mae Taeng and its vicinity is presently supplied from 1 15 kV Chiang Mai 2 Substation and Mae Ngat small hydro power plant through PEA 22 kV distribution system. According to the demand forecast in this area, the existing PEA system will not meet the expected increasing demand, and will not be able to support the PEA's rural electrification program to expand its distribution system to several remote villages in this area. To meet the increase of power demand at Mae Taeng and its vicinity with more reliable power supply, the construction of 115 kV Chiang Mai 2 - Mae Taeng line and new substation at Mae Taeng is proposed. Figure of the proposed line route of the Subproject is shown in appendix C.
