Abstract

This Resettlement Action Plan (RAP) aims to ensure that all people affected by the project (PAPs) of the Uttar Pradesh States Road Project at least regain their status of living prior to the project implementation or improve upon that. The specific objectives of this RAP are to: identify the PAPs by the type of loss and extent of damage, categorize entitled persons (EPs) according to the eligibility criteria of the resettlement & rehabilitation (R&R) policy of the project, work out entitlements for each EP based on the criteria laid down in the R&R policy, ensure that all PAPs are aware of their entitlements under the policy and participate actively in the project, identify land resettlement and the preferences of the PAPs for their relocation, develop institutional support for implementation of the R&R process, evolve a suitable mechanism for monitoring and evaluation of the R&R process and indicate the parameters for monitoring, and phase the implementation of RAP through nongovernmental organizations. Nearly 8 percent of the total PAPs will be displaced due to loss of residential area. Nearly one third of the PAPs will be displaced due to loss of commercial establishments. Rehabilitation and assistance will be to any individual impacted for loss of livelihood. Project-affected groups are entitled, but not limited, to restoration and improvement of common property resources.
